Police: Is this standard procedure if you're at fault in a car accident?

Scenario- Cop driving too close to a motorist, motorist slams on brake to avoid accident, cop rear ends motorist.



Standard procedure?- Is it text book to arrest the motorist for DUI and then talk about how you can change the story with your cop friends as witnesses all while having the dashboard cam in plain view?
